I doubt you would ever see this type of announcement in a newspaper where I've lived. You can request no cameras but everybody with a fairly modern cell phone has a decent camera available. I'm guessing some people won't honor the request for no cameras. I'd be curious to find out why they didn't want cameras. Did you go and find out? That does strike me as odd for anniversary celebration, unless they were paying a professional photographer and preferred people to buy photos from the photographer. I recently went to a wedding where that was a stipulation of the professional photographer. No one else could take photos, and if anyone wanted pictures of the bridal couple, they had to purchase them from the photographer. In that case I believe it was nothing more than a greedy photographer.
